Production and use of chemicals improves the convenience of the livelihood and the development of science and technology. Nevertheless, misuse and lack of understanding of the properties during the procedures including production, transport, storage and use would induce accidents such as leakage, fire and explosion. Take into consideration the centralization of response capacity of the present toxic chemical emergency response system in Taiwan, the insufficient capacity of operating facilities and the limited resources of the government, this project aim to improve of entire response capacity of the response system. The main task consists of evaluating the capacity of the central government, local governments and operating facilities, comparing the response procedures in Taiwan and the developed countries (USA, EU, Canada and Japan), planning on the impetus directions of the short, medium and long ranges to the emergency response system and conducting the works of consultation, discussion and legislation.
